Freight Transport License in Uzbekistan: How to Apply

What the license is and who issues it

Road freight transport is a licensed activity. The Ministry of Transport and its territorial units issue the license. The license covers city, suburban, intercity, and international routes. You can apply for several license types in a single application.

This article is not legal advice. Rules change. Before you apply, check the official source or consult a lawyer. The most reliable sources are lex.uz and the public services portal.

A license is issued by activity type. City, suburban, intercity, and international routes are listed separately. Pin down the type that matches your business, then apply. If you later want to expand to another direction, you may need to apply for an added type. So factor your future plans in from the start.

Where to apply

Applications go through the public services center. Sources state that no fee is charged for the public service, but check the current position. Get the application form and the document list from the authority. A complete document set speeds up the process.

Typically they ask for company details, information on vehicles, and documents confirming driver qualifications. A 2019 presidential decree removed the requirement that vehicles sit on the legal entity's balance sheet. Still check current requirements after that change.

Regulations change. Follow official news on lex.uz and the authority's website. If the license term or conditions change, you will need to update your documents accordingly. In a complex case, consult a lawyer. This article gives general information and does not replace legal advice.

Permits for international freight

International freight needs separate permits in addition to the license. Government Resolution No. 114 of March 25, 2026 sets the procedure for exchanging, issuing, and using permits for international freight and passenger transport. It applies to national and foreign carriers.

Permits fall into several types: bilateral and transit, to and from third countries, and universal permits covering all directions. Which one you need depends on the route. Permit quantities may be limited by agreements between countries. Plan your route in advance.

The risk of operating without a license

Carrying out a licensed activity without a license can bring a fine and a stop to operations. Hauling other companies' cargo for pay and hauling your own goods in your own truck may be treated differently. In that case, confirm the license requirement with a lawyer.

Beyond getting the license, keep fleet documents in order. Track inspection, insurance, and driver license expiry dates. For vehicle questions, see faw.uz/en/services/, and for choosing a new truck, see faw.uz/en/dealers/.

A plan for getting the license

Split the process into stages. Stage one: prepare the company documents. Stage two: compile the list of vehicles and drivers. Stage three: confirm the list of required documents with the authority. Stage four: submit the application through the public services center.

Assign a deadline and an owner to each stage. One missing paper in the set can stop the whole process. So check the set twice before submitting. Keep copies and note the submission date. Track the status of the application.

If you plan international freight, think about permits together with the license in advance. Permit quantities may be limited, so routes and volumes need calculating beforehand. If you are building a new fleet, choose trucks together with your licensing plan. Models are on faw.uz/en/products/.
