Environmental Standards and Freight Transport: What Businesses in Uzbekistan Need to Know

Фото

As of January 1, 2026, environmental stickers for vehicles have come into effect in Uzbekistan, marking a new stage in the government’s policy to reduce harmful emissions. For commercial vehicle owners, this is more than just a formality: the vehicle’s environmental class will affect its ability to operate in cities in the coming years.

How the system works

Vehicles are divided into three categories — “clean” (green), “medium” (yellow), and “harmful” (red) — based on their Euro emission standard or diagnostic results. For diesel trucks, Euro 4 and above are classified as “clean,” Euro 3 as “medium,” and Euro 0–2 as “harmful.”

According to the adopted regulation, the operation of vehicles that do not meet the Euro 5 standard or higher will be gradually restricted in Tashkent, Nukus, and regional centers through 2030 as part of the “Uzbekistan–2030” strategy.

What does this mean for truck owners?

Companies operating vehicles with older environmental classes may face restrictions on entering major cities in the medium term. This makes a vehicle’s environmental class not just a secondary specification, but a factor that can directly affect the ability to conduct business within urban areas.

When choosing a new truck, it makes sense to consider the prospect of stricter requirements in advance. Vehicles with modern environmental standards can help avoid costly modifications or premature fleet replacement.

Additional incentive: zero duties on new vehicles

As a support measure for carriers in Uzbekistan, zero customs duty and recycling fees are in effect until December 31, 2027, for imported trucks and semi-trailers no more than five years old, excluding dump trucks. This measure reduces the cost of upgrading fleets with newer and more environmentally friendly vehicles.
